Disaster Drill Volunteers

    As our hospital participates in more disaster drills our Department of Emergency Services is recruiting more community members to participate as volunteers.  At this point they are of the opinion they do not have to be processed as volunteers and of course I see them as volunteers because they are performing a non paid function at our hosptial.  At this time they are not signing confidentiality forms, liability releases or anything else.  Please advise me how you handle disaster drill volunteers.

    All of the hospitals in our city collaborate in disaster planning.  As I understand it, the medical staff office would coordinate bringing in volunteer medical staff, since they have the means to check licenses, etc.  All of our city's hospital volunteer heads met and discussed how we would coordinate volunteers between us.  We tossed around some ideas but haven't come up with anything concrete.

    We too conduct and participate in regular drills.  I would be very concerned about community volunteers coming into the hospital during a drill or disaster and would think we would only allow hospital screened volunteers on premises.  With all the chaos who would supervise the "unknown" volunteer?

    When we do community wide drills, we use students in the paramedic program from the local junior college.  They have been through a lot of training and make great victims.  If the area high school has a health occupations program, those students would make good victims also. It would be a great opportunity to expose them to the hospital b/c most of them come through for clinical rotations anyway.  If we are just doing the drill in house we only use our adult and teen volunteers.

    We've met very recently on this and have decided that our own volunteers should receive first crack at these drills because of the HIPAA/Infection control issues. 

    Any community volunteer participating (since you can't eliminate them all) must present photo ID which will be copied and the copy retained.  That volunteer will only be used outside the building in activities such as traffic control, handing out information or similar things that will not put them into contact with PHI.
