Yes, we've experienced the same this year. About half as many students applied as have done so in the past. 

Volunteer numbers have declined as seniors are taking on PT jobs since the change in income tax laws in 2015 regarding SS/income and taxes. 

I have put together a full recruitment plan of public speaking engagements and new brochure distribution to get the word out.  It has helped greatly.  We are also collaborating with the local colleges to bring in more of the student population.  Have been asked to set up corporate partnership for volunteer opportunities, but, finding this a bit challenging.  If anyone has "corporate partnership" volunteers would love to hear more about it.
