Our first step is to ask the volunteer to turn in the badge on the last day of service. Second is a letter like you. When we inactivate a volunteer, we also inactivate the ID badge, so the person can't get into the parking deck, can't get into units, etc.
Could the person walk around the public areas wearing the name badge? Yes. Can the person get anywhere else, no. Badges must be coded to enter patient areas. Same goes for visitor badges.
We have security at the elevator lobbies to patient floors checking for badges. Not that someone with a badge couldn't get to the family area on the floor, but wouldn't be able to get into the unit.
Besides, we have to trust the former volunteer to do the right thing. With us, being beside the university campus, it is more about college students trying to park for free than anything else. When the badge won't allow access to the parking garage, that is usually it.
